- ➤ Rhode Island schools will use new laws approved by the General Assembly to let retired teachers serve as substitutes all year to ease shortages and require each district to create a Student Safety and Behavioral Health Committee to assist students. Additional measures—like a future cell phone ban and increased K-12 funding—will support classrooms as schools open in the coming weeks. WJAR
